 SUMMARY OF PREVAILING INSTRUCTIONS PASSED BY THE GENERAL BODY OF RVAOWS DURING VARIOUS AGMS/EOGMS IN THE PAST – A BINDING ON ALL RESIDENTS OF RAM VIHAR

DOGS/PETS
1.                   Dogs/pets when taken out for walk or defecation will be properly leashed and not left loose.
2.                   In case the Dogs or pets are found littering or defecating  within the complex in Lifts, roads or on the boundary walls incl behind the parked cars, a charge of Rs 500/- will be payable to the society. It will also be ensured by the dog owner to get the place cleaned without any delay. Residents are requested to bring such cases to the Notice of the Exec Committee.
3.                   All Pets will be reported along with the resident details to the society office submitting a copy of the immunization certificates.
4.                   The resident will ensure that their pets do not cause disturbance for other residents in any manner whether inside or outside the resident’s flat.

5.                   The dog owner will ensure that his dog is properly secured while being taken out so that it does not bite any one. However incase it happen to bite any resident, staff member or worker within the vicinity of Ram Vihar, all expensed for medical treatment including conveyance and hospitalization will be borne by the Dog’s Owner.
6.                    Dogs and pets are not allowed in the Society Park, if found a charge of Rs 500/- will be payable by the resident.
UTILISATION OF THE SOCIETY PARK
1.                    The society park is the only green spot within Ram Vihar complex as such it is the responsibility of every resident to look after its ambience. This is the place where residents can come down in the open sit and have chit chat with friends.
2.                   The park will be utilized for organized functions only. No outsiders are permitted to utilize thepark.
3.                   The park is utilized by toddlers and senior citizen whose safety must be
ensured, therefore, No Racket, Bat or Ball games of any type are allowed for any one in the lawn. It will also be ensure no throw type games like Frisbee etc will be played. Parents are responsible to ensure that their wards adhere to these instructions. A charge of Rs 500/- is leviable should any one be found playing such games. The security Guards have been instructed to impound the balls, bats and rackets if found in the park.
4.                   Adults trying to play with their toddlers with balls or Rackets etc are also not permitted.
5.                   No pets incl birds are permitted in side the park.
6.                   Park is a free place for small children to run around or play Kho Kho type games, which they should not be denied.
SPORTS FACILITY
1.                   Ram Vihar complex was developed by the AWHO for residential facility with no other amenities for the residents apart from the PARK with a fountain. Over the period some facilities have been created for the comfort of the residents. There is no space where any sort of facilitate of a playing field can be created except what limited facility has come up.
2.                   The residents must be aware that any indulgence into playing such games which can be damaging to the property or causing injury to the people on roads or parking spaces will be at their own risk.
3.                   The Residents will also be fully responsible to make good the damages to property or provision of medical aid incl hospitalisation should any damage/injury be caused by their wards while indulging into any such activity.
PARKING OF CARS
1.                   Ram Vihar was built in a small plot in the Nineties as such it did not cater for so many cars as there are on date with in the complex. Past ECs have endeavoured to create additional parking places by covering up drains to utilize every nook and corner. It still does not meet the entire requirement of the Residents.
2.                   Past AGMs had accordingly approved additional cars parking places which may be utilized by the residents on payment of Parking Charges for additional Cars.
3.                   In order to regulate the number of cars, the additional cars are allowed only for the Residents and their relations living with them and not staying some where outside. Accordingly the system of car stickers was introduced which can be taken from the society office after submitting an application.
4.                   The stickers will be pasted inside on the Wind screen top on the left Corner in frot of the co-driver’s seat.
5.                   Residents who ad been allotted a parking place by AWHO will be allowed one vehicle free of charges and additional cars will be charged monthly @ the rates approved from time to time.
6.                   The charges for Car Parking for the vehicles held by the resident will be in accordance with the number of stickers taken by him/her for the complete calendar month.   Part of the month will be counted as full calendar month.
7.                   In case the resident moves out of Ram Vihar with the vehicles on permanently or temporarily, it is his/her choice to remove the sticker  and submit an application to the Office Bearer of the EC to discontinue the parking charges. The discontinuation of the Charges will only be allowed after the same is approved by the EC after physical Inspection of the Car.  On return of the resident he will need to freshly apply for a new sticker following the laid down procedures.
8.                   Those residents who receive guests staying overnight with them in Ram Vihar must apply for night pass from the society office in advance by paying the charges giving full details of the vehicle. The car for the night will be parked in the parking lot inside Ram Vihar near the Guard Room for security reasons.
9.                   RVAOWS is not responsible for any damage etc to the vehicles parked within Ram Vihar Complex as laid down in the Bye Laws.
10.               10           Parking of cars under the stilt in scooter parking places or in the Society common areas in not permitted, as such if parked such vehicles will be charged @ Rs 1000/- per month.
11.               The visitor’s Car Parking outsde the Ram Vihar second (NORTH) Gate is purely meant for the visitors as such parking of cars on permanent basis either by the residents or by outside visitors is not permitted. The cars left for the night in this parking will be considered as unclaimed cars and reported to Noida Police to tow them away being security risk for Ram Vihar.
SCURITY GUARDS
1.                   The security at the Main Gate is on contractual Basis provided round the clock by the Security Agency approved by the Executive Committees from time to time.
2.                   The residents are requested not to enter into arguments with the Guards, any deficiency in their service noted should be reported to the Secretary for him to take appropriate action.
3.                   The Guards have their own orders to be carried out in regulating visitors to Ram Vihar, it is thus a must that the residents cooperate with them and allow them to carry out their duties.
4.                   As regards allowing  the visitor’s cars inside Ram Vihar they have been given instructions from time to time, as such residents must request their visitors to adhere to the existing orders of parking cars in the visitor’s parking lot.
PAYMENT OF MONTHLY CHARGES
1.                   All residents are required to pay monthly maintenance charges by latest by 6 PM on the 10th of every month by a local crossed cheque in full.
2.                   Any late payments will be accepted along with the late fee charges worked at 10% of the amount due per month so laid down in the Society Bye-Laws. The late fee charges will be calculated every 1st of the following month.
3.                   The cheques may be handed over either directly to the Estate Manager or dropped in the drop Box placed in B Block near the Society Office. The residents are responsible to see that their cheques reach the office or the drop box.
4.                   The  cheque should be made covering not only the maintenance charges and Additioal Cars or scooter Parking Charges but also any outstanding dues etc.
5.                   Starting October-2015  the Payments will be made for the entire quarter ie Oct Nov and Dec months.
GENERATOR BACK UP IN CASE OF POWER CUTS
1.                   The facility for Generator Back up was not part of the Complex and was created much later once the Society came in to being.
2.                   This is a facility provided by the Society to the residents and is managed under the control of the EC.  It must be noted that terms and conditions apply for this facility.
3.                   For this purpose one of the three phases is being utilized for lights and fans in the flats with auto switch over. A two ampere  MCP is used in this line between the generator out put and the local line after the meter to ensure that only authorised power is drawn by the residents. Auto Switch over and the MCP is provided by the residents at their own cost.
4.                   The residents are required to pay Connection or re-connection charges for the Generator Back up when ever applicable.
5.                   Under no circumstances the MCP of higher rating will be used by the residents. In default in this regard will debar the resident from the provision of the Generator Back Up.
6.                   In the initial stages separate charges to cover the cost of extra diesel were being charged every month. These were later merged with the monthly maintenance charges.
7.                   However during longer breakdowns or Load Sheddings residents are called upon to pay addition one time charges along with their monthly payments.
8.                   Generator Back up facility is not a right of the residents but is a facility provided for the convenience of the Ram Vihar residents. The EC is at liberty to with draw the same under default of payments and violation of orders as laid down in the Society Bye-laws.
REPAIRS/MODIFICATION  OF THE FLATS
1.                   A large number of flats are being modified with modern fitments by the residents, as such certain instructions are laid down for the prurpose.
2.                   Before the work is to be taken up the resident will submit an application giving full details of the work to the EC for their consideration and giving a go ahead.
3.                   The works are permitted with in the four walls of the flat and under no circumstances the common areas of the corridor or passage to the flat can be modified or covered to obstruct ventilation and free flow of air to the adjacent flats
4.                   It will be ensured that the work does not cause inconvenience to the residents living in your neighbourhood or in flats above and below your flat. It will be necessary to take formal OK from them while applying for the works on your roof and floors.
5.                   No machines will be used for breaking floors walls  etc. It will be ensured that noise do not disturb the people living next door.
6.                   As a matter of policy no noise making work is allowed from 2PM to 5PM.
7.                   The work will be closed by 6:30 PM in winters and 7:30 PM in summers, and no worker is allowed to stay for the night inside the flat under repair. The security Guards will be at liberty to turn them out if found.
8.                   The lifts will not be used to carry building material.
9.                   No dumping of the “Malba” is allowed on the ground floor, the owner must arrange to store in his own place and move the same out of Ram Vihar directly.
10.               No carpenter work or cutting of the tiles will be carried out in the corridors as the flying material damages the moving parts of the lifts.
11.               The owner of the flat is responsible for the discipline of the workers within Ram Vihar complex and the EC reserves the rights of Entry into Ram Vihar.
12.               Charges are laid down for the entry of laborers on daily/weekly basis which must be paid by the owner to the society office in advance and gate pass obtained.
